I went to Target tonight and was using 14 coupons. Anyway, the cashier starts punching them in manually. I asked her why she wasn't scanning and she said that this was the way she was trained. This was only her second day and she was trained to punch every coupon in manually...not scan them. So I see two issues with this:

1) checkout will take twice as long, not only because the coupons are entered manually but because cashiers will probably start taking longer to peruse the coupons and the items purchased since they won't be able to rely on the computer to beep.

2) dishonest people will start trying to take advantage of lazy cashiers and a system that does not automatically alert to expireds or wrong coupons or item not purchased.
